You need to give us more information.  How big a company are you?  How many people will need to access it?  What kind of CRM functionality are you looking for?  Will it need to integrate with Outlook?  CRM can be more than just contact management and some sales force automation, but you need to give us more guidance.  What country are you in?

At the end of the day I'd probably be recommending something Sofitware as a Service and/or open source based.  We recommend a product in the UK called OpenCRM, which is based on a early version of SugarCRM, the best known open source product in the US.  Salesforce.com might work for you too.
