I'm not sure about where I live but I read this week that CCTV isn't as effective in identifying criminals as some people think.

Before my dear grandfather passed away I installed a small system at his house so he knew if it was worth getting up to answer the door!

It helps, but when used in a passive system it is less effective.  It is fairly ineffective to identify the suspects from the pictures.  It's great when used live and for court presentation.  The biggest problem is when someone is high or doesn't care they commit the crime without regard to any deterrant.
