Hi,
The amount (percentage) of Carbon is the main factor determining the weldability of steels and alloys and the strength after welding.  But Carbon is not the only factor, other elements have an effect of it's own (some more and some less).  To bring it to a common basis and enable us to compair between differnt steels this equation was suggested.  It's very usefull.  I used to use it prequently.  Here is the eqoation and explanation.

to find a eutectic or hypo eutectic steel you first have to know the carbon equivilant for pre heating before welding
