Buying a Car at Top Price

Would you say that as a rule you should never accept the first offer when buying a car? Do salespersons actually expect you to haggle, and mark up prices as a result?

"What does it profit a man to gain the world if he loses his soul?"

Yes, they often do, as do furniture salespeople.  Auto salespeople also offer more options instead of reduced price.  I, personally, price something and stick to it without haggling.  I think haggling is generally a bad way to do business long term, as it confuses the customers, and squeezes the suppliers.

What goes around comes around

I would always ask for a better price and after the price is set I would say I want to think about it for a while. This puts some extra pressure on the sales person and motivates him to give you the best price he can in order to make the sale.
