I would certainly recommend "Business Plan Pro" from Palo Alto Software.  Also the SCORE Portland Chapter has developed a very well written Business Planner which you can find on their web site at www.scorepdx.org.  There is a very good article about the elements of a business plan which I recommend that you read: www.ychange.com/essential-small-business-plan-elements.pdf

There are no such programs that can actually help persons to write a business plan. Take an appointment from a business planner and talk to him in person , I think that will help you more than online consulting.

Contact SCORE for free help by retired business people.  It's a service provided by the Small Business Administration.  They should give you a short list of volunteers to chose from, so check them out carefully before chosing.
