Well it will be another EAU wonder after the Palm Island, but I would think you may be able to go to one of the highest floors but to the very top its usually reserved for the royal family members or the Shieks maybe. I'm not sure I'm just assuming since the 7 star Hotel which not far from there is reserved to diplomat and VIP especially the highest floor for the "KINGS" of oil.
