British citizens custody case in the USA

A friend of mine is a British citizen, as well as her husband & children. They are living in the USA on husband's work visa. They are separated and the wife wants to take the children back to the UK for family support and so she can work. The husband has stolen the children's passports and the UK embassy will not issue new ones because the husband has called them and put an alert on them. My question is how does this woman get custody of her children and get their passports back? This would not be a State matter as they are citizens of UK. Would it be federal? Do you call INS? Please help!

To say nothing, especially when speaking, is half the art of diplomacy.

This is such a complicated issue that I think you would need to consult a lawyer to try to get this resolved.
