You can

search for publicly available HTTP proxies. There are several located in brazil. However, these tend to be slow, unreliable and sometimes malicious, so do not trust the content you receive via them and do not transmit confidential information through them. If they allow HTTPS and the site you're trying to access supports it, you're fine as long as you verify the certificate of the site. If you need services other than Web (HTTP/HTTPS/FTP) then you'll have to find a SOCKS proxy instead, which is somewhat less common. If you have some Unix clue you can also find a hosting provider in Brazil that lets you operate your own personal proxy on their machines for money, although most have a policy against providing such a service.
