For the past fifty years our neighbor and our property have shared a common ingress from the street to our driveways. I have entended the ingress on our side but our neighbor refuses to entend his. He has 22 feet from his house to the property line and I have 18 feet. He continues to insist on using my proerty to access his. He could extend the curb cut on his side of the property line  but refuses to do so. he has adequate space to use his own property but refuses to do so. He could also access his property from the alley way in the back. Can I legally put a fence on the inside of the property line to the sidewalk which is my property. This property has been unoccupied for over a year; however, worker have been using my property to access his while making repairs in preperation to put the property on the market. What are my legal Rights?
