I think that the easier way to start blogging is through blogging platforms such as

blogger or or wordpress.com . Those platforms I mentioned, automatically sets the blog for you, with no need to know php, html or what ever. Once you'll get the idea of how blogging works, and want to have your own domain, or a customized blog to fit your exact needs,  there's an option of setting up your own blog wherever you choose. For that purpose you can download Wordpress and install it.

Better to keep your mouth shut and be thought a fool than to open it and remove all doubt ... 

With passion. Blogging isn't a profession IMO, and there is too much noise about blogs and bloggers - there's no such thing as a blogger. A blogger is someone who has something useful to say and knows how to say it.

Build up a conversation by sharing what you know with your readers. 

Avoid useless small talk and relaying what others  are saying - that's old hat, and people won't remember you for that. 

They'll love you if you give them something useful in their every day work - tips if you wish to blog on some technical issue, feelings and sentiment if you blog about life and lifestyle.

Keep in mind that it's no party - it's a lot of hard work and if you wish to do it properly it will take time for you to build up a readership.

Share and give away - these are the keywords to successful blogging.

Oh and one last thing - don't talk about yourself and how good you are - let others do that on your behalf - if they don't then something isn't working and you have to review your strategy
