It really depends on what topic you write about. I don't know of any generalized blog recommendation sites per se. What you do see are sites that are the "alpha dog" in their category such as Slashdot for technology issues or Instapundit for politics. A link there can drive a lot of traffic to your site. The same is probably true for Digg, which deals with all sorts of sites.

That being said, it's not necessarily easy to get linked on these sites. (You could mail the guys behind them, but there's no guarantee).

A better way to raise your profile is to comment and do trackbacks on sites that deal with similar issues to yours.
