"Peep-toed" shoes were popular in the 1940's.  Take a look at what women were wearing in movies of that era.  Look at what "Marian" is wearing in her last scene in "Raiders of the Lost Ark."  Or you may be able to look at magazines from the '40's in the library or online.  Women wore a lot of black, white, gray and maroon (wine color).  Also dark green.  Dresses and suits with skirts all were belted.  Wide brimmed hats were popular.  And women frequently wore gloves for fashion, not just for warmth.

I think that these shoes are feminine and flirty; therefore a swirly skirt would be great in a bold print with a little black in it to pick up the black of the shoes.  Something retro-with a 1940's or 1950's feel.  How about a short sleeved blouse to go along with it.  Love those shoes.
