Why not just unscrew it!  Is there something I am missing in this question?

 

Depending upon the type of rack, there is probably a set screw on the bottom of each arm (the piece that holds the bar).  Once that set screw has been thoroughly loosened, the arm should come off, and you will see one or two screws holding the base plate onto the wall.  Unscrew that and you are done.
