It's not a matter of the rust harming your health, but the mold that the moisture will produce. I am assuming that you are up north since you mentioned a basement. If you have to deal with a high humidity factor I would reccomend getting them fixed asap. The mold that is produced from moisture like this is costly to be removed as well as life threatening. So either way you should look into fixing the problem.
