Many were sheperds, KIng David of Israel as a young man to name one, an incidently wrote psalms 23. Jehovah, Jesus etc , etc

David ...King David was a Sheppard... Moses was a Sheppard for awhile, right after he left Egypt (after he killed an Egyptian who was beating an Israelite) at that time he planned to never return again...!

David, Jesus, all correct teaching Pastors are considered Sheperds.
Also, the term “shepherds” applies to leaders of other nations (Jer 25:34-36).
