Show Me, by What Authority

Who, (meaning what other person(s), if any) besides the registared owner himself, whos name appears on the "Certificate of Title/pink slip", has the legal right  or authority to sell that vehical and sign the owners name on the "Certificate of Title, transfering ownership of that vehical to another person?

If there is only one title holder, then only that person can sign the title.  If that person has executed a durable power of attorney the attorney in fact may sign as attorney for the title holder if the power of attorney is in effect.
