If you're not doing a multitrack production and are thinking more towards podcasting, you might want to try Odeo's built-in recorder.
Otherwise Audacity is the absolute best free open source multiplatform ap. It might also be the only app that meets all those criteria as well.

I would recommend Audacity. It's a free open source sound recording and editing program that runs on Windows, Linux and Mac OS.
