There are many ways to do this in HTML; but you still require the images.
Sometimes it is best to use PHP and/or ASP.NET; alongside pre-programmed controls.
An ASP wizard, for example, would allow you to have a 'virtual storybook', since you could embed text and/or an image (or any other animated embed) on each 'virtual storybook' page.
