My mother had an American Passport, I was born in Israel, Do I have the privilege for an American Passport?

No, you do not have an automatic privilege of an American passport, which requires American citizenship.  If your mother is a current US citizen, then you can obtain citizenship through her sponsorship, through a much faster process than the one followed by other naturalized citizens.  Also, you may be automatically allowed to naturalize if all of the following are true of you and your mother:

  1. Your father is also naturalized; or if your mother is the only surviving parent (if the other parent is deceased); or she has legal custody (if your parents are legally separated or divorced).
  2. You were under 18 when your mother naturalized.
  3. You were not married when your parent(s) naturalized and you became a permanent US resident before your 18th birthday.

My mother was an American citizen before she married my father(in Israel)

so it was long time before I was born.

Both of them are not alive any more.
