Alternatives to I.D. with photo on it. Wallet stolen. No documentation w/picture other than the stolen driver's license. What to do?!

Get it replaced.  Also, many areas have age of majority cards that you can request from the state, province or federal government.  These can be given/purchased once you have reached the age of majority (ability to vote) within your jurisdiction.

For the moment use utility bill and receipts, or your last tax form, for temporary identification.  These will get you started at the local department of motor vehicles and your local bank for replacement identification.  Birth certificates are good for ID, but the bills and tax forms show current address and proof of residency.  Your voter registration card and social security card are also good ID.
