Air Conditioning Help Needed

Why is my central air conditioning system not cooling properly? The outside unit and the inside evaporator coil are both less than two months old. The freon level has been checked as well as the ductwork system. The unit has also been watched to make sure that it is not "freezing up". The air will blow out of the vents, and it is cool, but the inside temperature of the house is still too high(75-85 degrees F depending on the outside air temperature). The coldest temperature reading that I have gotten on the air coming from my ducts is 64 degrees F. I don't think that this is correct. Please Help
