Accessing websites without WWW prefix

Why do some websites are accessible without adding WWW prefix and some aren't?

It's to do with the DNS record. More specifically the "IP Address (A)" records.

A second record must be added on the DNS that maps the non-www domain to the same IP address of the www one for it to be accessible without www.
