Have you ever noticed that anybody driving slower than you is an idiot, and anyone going faster than you is a maniac?

This web site lists various possibilities as to why you are having problems with your air conditioning.

There are many potential culprits: a filter that needs changing; a condensor that is blocked by debris; a leak and loss of freon...you can get an inexpensive maintenance check to have your system inspected and any problems corrected.  It's a good idea to do that at the beginning of each cooling season, especially if you don't like changing filters or cleaning condensors yourself.

It is very possible that it isn't fixed correctly. There are a number of factors that have to be known before saying that for sure. It may just be a matter of how hot it is outside. A standard central air unit in a house starts having trouble bringing the temp of the house down, when set point is set more than about 20 degrees below outside ambient temp. For example; if outside temp is 95 degrees then 75 degrees inside is aproaching it's limits. This is all depending on other factors as well. Including the amount of insullation in walls and and ceiling, the better it is insullated the cooler it can be, and also the amount of heat load. Which is anything that generates heat like appliances and windows for example. One way to get a rough idea if it is cooling correctly. Is to get a digital thermometer and check to temp of the return air (room temp), and the temp of the air coming out of the vents. If the air coming out of the vents is 17 degrees or more, lower than the room temp. Then it may not be a mechanical issue. And it is probably doing all it can. So after all of that it is still hard to say what is wrong without looking at it myself. Hope it helps!

There are many reasons why an a/c unit will not cool..  Some are:

Low refrigerant,  Dirty coils (evaporator and/or condensor), defective thermostat, defective valves in the compressor, dirty filter, defective fan, electrical problem, bad reversing valve (heat pump),etc.  It appears that your maintence man has limited knowledge of air conditioning and did not perform a complete checkout of your unit.
