No. If the toilet is "running" the most common reason is the "flapper" is bad. (not making a seal) Another reason could be that the water level is set incorrectly. If your toilet is leaking at the base, the wax ring is not sealed correctly. Does your toilet set flat ? Could this leak be coming from the stop or supply line? Could there be a crack in the toilet. Look at these things and try to narrow down what's wrong by eliminating what's not.
