89-10-1 theory no longer valid- any solutions?

It was recently revealed that the 89-10-1 theory is no longer valid, and only a really small fractions of the users are generating content in services like Youtube and Flickr.

Is this some kind of a new virtual ruling class? What is the solution in your opinion and how should companies encourage non-participating users to generate content?

I'm not sure I have a full answer for you but your question did get me Googling "89-10-1" which lead me to a post that mentioned Calacanis and his move to pay top community leaders to come and work for him at Netscape.

So basically what he says is that if such a tiny percent of the community is doing around 50% of the work than those individuals are valuable, they are a limited resource and as such represent a "market" to be fought over. His solution his to hunt those leader and put them on his payroll. He even goes as far as saying that in some scenarios they should even have some access to stock options. His logic says that if 50 people helped you create your website and sell it for a 100M why shouldn't they gain from it.
