This is almost certainly not a case of hoarding.  The couple had a website for selling the dogs, where as people who "hoard" are motivated by a belief that they themselves are the only ones who can care for the dogs. 

This looks like a profit-motivated puppy mill, and the owners should be punished for there disregard for the well-being of these animals.  It's disgusting.
