What makes a 7.3L run? cranks but wont start ...

what makes a 7.3L run? cranks but wont start, replaced the cam sensor, injector o-rings, glow plugs are workin, im using a genesis scaner shows an ignition code new sensor didnt help, sprayed fuel in intake no fire, nor on startin fluid. its a 2000 f350 2wd found out about a resivor in the top of the timing cover its for the high pressure oil pump that feeds the injectors , its readin 1500 psi and up durn crankin through the scanner. still no start. checked the red wiire with white stripe for the 115 voltz its their. the fuel bowl fills with fuel with key on but i find it odd it wont start with the fuel bein sprayed right in the intake, any thoughts?
