76 yr mother having display problems on desktop

PROBLEM#1 My 76 yr old mother has a computer. She doesn't go on the internet but does a lot of typing. Some how and for some reason her start menu (left upper corner) and system tray is (right upper corner) at the top of the monitor instead at the bottom, plus she has several rows underneath the start menu and system try. How do i fix this for her? PROBLEM#2 Also, when she opens a new window and needs to make changes, she can't access any of the options at the bottom of this window. It is as if the window is too long for the monitor.

I'm assuming she has Windows XP:

1. right click the task bar and unmark the "Lock the taskbar" then just click it on a free spot and drag wherever you like it. Then go to the top of the bar until the cursor becomes a double head arrow and resize the task bar to the desired size. Mark the "Lock the taskbar".

2. open a windows and then go to its top of its frame until the cursor becomes a double head arrow and drag it down to reduce its hight. then drag it from its title bar up until you see the bottom of the window (could be that you'll need to reduce the hight of the window more than once).

Kitt, I've already done both of your suggestions. It's something more complicated than that. I don't know and she doesn't know how it got the way it is. P#1 the "lock Taskbar" was the 1st place I looked. When I 1st looked at it her taskbar was on the far left side of the monitor, vertically. I got it where it is as least horizontal, but can't get it to go to the bottom of the screen. In regards to her several rows underneath the start menu and system tray., in those extra rows there is her 3 1/2 A , C & D drive. When she puts a CD in her d drive, it lists everything in these rows and takes up desktop space where you can't access anything else. I have been working with computers since 1982 and never have seen such a mess! How does someone fix that?  Problem #2 I can't access the the corners, bottom or the top of any windows. Just the sides can I resize. I even tried F11, but no go! Got any other suggestions for this one?
