220 volt line needs neutral line for 110v

I am from Connecticut and now live in Brazil. I have many 110v electrical items and my farm in Brazil has only 220v. plus ground. Can I create a separate neutral line by driving a grounding rod deep into the earth(terra) and connect the neutral lead to it?

Since 110 is half of 220 could you simply convert by connecting to just half the poles? It would be like doing the reverse of what you do when you hook up a 220 appliance to a 110 panel.
