Will a 208 volts appliance run when connected to a 240 volts line?

Yes it most likely will run, but it depends on what the appliance is, and how sensitive it is, wether or not it will run properly. Seen as the difference is not all that great it should run fine, unless it contains extremely sensitive electronics like mediacl equipment can. As far as safety goesit should be fine as appliances are usualy tested to twice their nominal voltage for insulation resistance. Which means that watever it is would still be tested at the same level as a 240 v appliance as the meters are normaly 250v, 500v, and 1000v.
