THAT WHICH DOESN'T KILL YOU MAKES YOU STRONGER.

Bull. Reality is, it will usually hurt like hell and leave you with a permanent limp.

If all you did was replace timing belt, I'd guess you have the cam timing off.  Go back and check timing marks.

Paul, The belt shredded but, never broke completely. However I'm thinking the timing jumped out. Also, another young man was working on replacing the belt and after removing the old belt and prior to installing the new belt turned the camshaft. Numerous attempts were made to set the timing as per the Chilton's Manual however the car still will not start and run. Additional information a compression test was preformed and would only indicate compression on the #2 cylinder.

if you take off the valve cover, u will see the problem. if you set up the timing correct, as u said u  did, then what u should be seeing under the valve coveris a bunch of bent valves. that #2 cyl. is the only one with good valves. with the cover off crank the engine and take a good look. the rockers r off their rockers, right? u might b able to push them back on , but believe me they 're toast u can buy a remanufactured head, if u want to spend the $. thyose engines have zero tolerence valve clearences. the belt breaks or skips a few teeth, and the top of your valves get introduced to the top of your pistons, not a good thing.....scrap it. after u pull the heads, the tops of some of the pistons might have cute little holes in them. sorry to give u my thoughts on what happened. but thats what it sounds to  me

Paul, You hit the valve right on the head! LOLSealed  A used head was purchased for the car and the old one is now being used as a boat anchor. Cylinders 1, 3, and 4 all had bent valves. Cylinder 2 looked good. After replacing the head and making sure the timing was set correctly the car started on the first turn of the key. Thanks for your help and advise on this issue. The two boys working on the car were very happy when it started, as well as the neighbor lady who let them work on it. They learned a valuable lesson after seven days of work and only charging the lady $30.00 in labor. Luckily the parts didn't cost her over $100.00 Again Thanks.

I found he problem with the 1999 Dodge Neon through a maintenance manual, by asking questions at the local parts stores and friends. Yedda's blog was helpful in confirming the problem however most answers came back after the problem was discovered and repaired. All Yedda blog answers applied to the problem and were helpful but, slow in responses.
