1993 F 150 5.0 cranks and dies .

1993f150....I am a tech in  New Jersey .A 1993 Ford F-150 was towed in a fewdays ago with a no start condition. When  confirming the customer complaint the engine sounded like it wanted to start but did  not. It cranks for a few seconds and then starts to die as if the battery is getting low on voltage,However the battery test good.I did spin the engine by hand at the crank shaft to make sure it was not locking up and is not .The enertia switch is good.Inspected the plugs ,they were fouled ,replaced them and the distributor cap and rotor. Removed the starter and bench tested it ,the bendix did move out but did not spin .poss cause from customer  excessive cranking. There in my opinion must be a amprage draw somewhere ,did try a diff neg cable just to see .still no start ,same issue however stronger crank since plugs ..any ideas .
