Dogs sometimes show their superiority by imitating sexual domineering over members of the pack they consider inferior to them, or members they are in some kind of power struggle with. You can see this in females who take the male role or males who climb other males.
It is not sexual, but if it bothers you, stop him. Just push him away with your leg.
