3.5 yr old child chants, repeats

Foster child repeats a request (actually a demand) again and again...once we got to #9 before I stopped it. "Can I have some juice ...

They are in quick succession, hardly time to fulfill the request. The parent has "issues" and does talk incessantly..I'm thinking she just likes to hear herself talk.
