How do i reduce the flame on a oil fired boiler?
You can't control the flame size (at least I never saw a model that allows you to do it). You can get a technician to replace the nozzle with a smaller one.

Mold
IMHO cutting the water source isn't enough. As long as the wall in your basement are damp and moist I'm afraid that mold will keep growing.
