I don't think it's a law but it is Hospital Protocal in every single hospital or Clinic. Nurses or Doctor's would be fired for not watching to be sure.

Yes I believe it is, the drug is used to stimulate bone marrow for those on Chemotherapy and the white cells are not reproducing themselves. It is used for cancer patients.
