Help get our cell numbers back for my husband who has cancer-anyone-AT&T cus reps maybe HELP ME PLEASE

I have tried asking for them and they said a flat NO unless the 1100.00 dollars is paid then they will release the numbers. SInce I can't seem to find a carrier to even give me a certain number ...
