Broker's commissions are negotiable. You won't find a broker that has a 3% set, but you can negotiate with them to try and get that 3%. Chances are, unless you are doing most of the leg work yourself ...

You first contact the R.E. School and see if they will make good on it. After that, you can file a complaint/claim with the credit card company. Just out of curiosity, what did they not live up to?
