There are programs that do it, like OnScreen . Alternatively, you can ask one of your friends to send you a picture of they keyboard :)

It depends on your OS. Versions of Windows sold in Israel allow you to do it without installing additional software. I'm not 100% sure it's the same for US versions but I'm pretty sure this is true ...

I don't know of any. Most Israelis feel much more comfortable reading and writing in Hebrew. Do you have a question about cars in Israel? Maybe you can just post it here.

I don't think there are any. But you can try posting in English in CarsForum or Motorica forum, the people there are usually very tolerant to posting in English.
